I am not in favour of the extension of the Extra-

-dition Ordinance to political offences, and looking to the fact that extra-territorial jurisdiction still obtains in China,

and to the precautions with which we have found it necessary to hedge our limited extradition to China, I have read His Honour's

views with some surprise.
